 - 1/2 cup diced red bell pepper
 - 1/2 cup diced green bell pepper
 
Potato Layers:
- 2 pounds russet potatoes
 - 1 (12-ounce) can evaporated milk
 - 1 (10.5-ounce) can cream of mushroom soup
 - 1 (10.5-ounce) can cream of chicken soup
 - 3 cups shredded cheddar cheese, divided
 - 1 cup fried onions
 
Instructions
- Preheat the oven: Preheat the oven to 350 degrees Fahrenheit and spray a 9 x 13 x 2-inch baking dish with pan spray.
 - Cook the beef: In a skillet, cook the ground beef over medium-high heat until browned. Season with salt and pepper.
 - Saute vegetables: Add onions and bell peppers to the skillet, cook until softened. Drain off excess fat.
 - Prepare potatoes: Peel and slice potatoes, then soak in cold water. Pat dry before layering.
 - Mix sauces: In a bowl, combine evaporated milk, cream of mushroom soup, and cream of chicken soup.
